Vanilla does allow ripping tilesets. It even delivers them with the client. Also the tilesets aren't encrypted when saved into the map.
If the Vanilla devs would want to not allow to steal mapres they would've coded it in a different way.

That's not what the rule says. Also it is weird to allow the stealing of old mapres, just because they got already stolen.
And well...a mapres can't become "commonly used" if you aren't allowed to use it. The definition of "new" in this case is highly subjective.

This rule is not referring to maps that are already on ddnet, rather to future cases.

I think the reason why jao came up with this rule is the story about Im 'corneum who has stolen a complete design from another map. So maybe we should have something similar to:
"Try to be creative! If you copy parts from other maps, they must have been changed significantly."
This rule says that parts can be re-used, but should be altered in a way that they are kinda new and not just simply copied. You could do something similar in terms of the design.

Use append function to rip a tileset.

I added a clarification to the rule:

You can still use tilesets that have been used on a lot DDNet maps already.

Btw. most cool custom tilesets everyone used/uses in their maps were publicly posted by the creators anyway so in reality it doesn't affect a lot maps. (You can go through the past year or so releases and will see that most designs were made either with vanilla or common free-to-use tilesets, the few outstanding ones were by Pipou and Ravie).

It's really mostly about new special mapres that you have to ask the creators for.

You don't really need the image extractor from there anymore, DDNet download contains a map_extract binary in the last few releases that can extract images and sounds.
