looks like something new, idk. But if you ask somebody what program we use for teeworlds wallpapers/animations, I do some with GIMP2. =P

That's not Inkscape, it looks like a bitmap program with pen tool.

Its Coreldraw // Coreltrace but its cost a much ... use Inkscape

other alternative to inkscape is Adobe Illustrator.
