I guess it would be a good idea to have one server per country with some easy maps and "/r" turned on, but it should be clearly distinguishable - the name shouldn't even start with "DDNet", instead it should be something like "TRAINING :: NOT RANKED :: DDNet GER practice server".
I'm sceptical towards making such servers with harder maps, because people would be frustrated if they put a lot of effort to pass a hard map and then don't get any points (especially if they happened to never use "/r", so they would also be able to pass that map on a ranked server). But a small choice of easiest Novice maps, to make it easier for the newcomers, seems reasonable.
But - to be honest - even with that solution, I'm a bit worried about confusion. But it seems to be the most balanced between ease of learning and clarity.

I feel like there isn't really any need for a rescue server. Since rescue is built in to DDNet, you can simply run a home server and ask a friend if you want to practice. Whenever I have trouble with a part or want to refine something, that's what I do and it works fine.

People get better without rescue-feature, they start to look around. For instance, if I see a tee in a freeze-pond, I adjust how I do that part, I try to include saving that tee, because it is a challenge everytime. Mostly when you try to save Someone on a brutal map, you need to teamwork. I like that about ddnet and wouldn't like if it changed.
