Maps with 0 stars?

Maps with 0 stars?
I recently found out that 4 maps from Moderate level have no stars at all (and 5 points for completion): CYO, SimplePlay, SimplePlay 2, SimplePlay 3.
Is this a proper behaviour or a bug? What does it mean?

It means maps are too Hard for novice but are too short for moderate most of them are 1 min maps

Its because the maps are too short for real moderate, but to hard for novice. So they got 5 points on moderate server what is still equal to novice 5 and shows the skill level.

0 Star moderate makes it easier to create a border between novice and moderate,
In these 0 star maps, there are tricks, which are too hard for novice (e.g. starting a hammerfly without a wall is hard for novice), but actually the maps are too easy or short, so it is much lower than 1* moderate
