what's the problem in Brazil servers?

Hey.
What happened with the brasilian servers?
That was the only place where i could play, because at Chile servers my ping is so high to play.
There is an user that made a server for this problem, but i think his way of managing it hasnt sense ( manipulates the game weapons and there are secondary admins that abuse their power ).
