Cant you just change the Mod password so that he cant annoy people on test server. ?

It's not the mod pw, but the helper pw. And if it would be changed, people couldn't use test cmds anymore.

It would help to change permissions,
Someone can change the map (you dont need that command when you have mapvote; well maybe annoying to remove this)
Someone can move testers into spec (no reason that helper can do that)

What helper pw?
He is able to disable Votes
He can move client to team 1 and -1
He can ban people
Dont tell me a helper PW can do this. And i dont see any effort to make it atleast a bit harder for him.
And dont tell me that he is not responsible for some of the ddos attacks.
