You can try disabling zoom and scaling in your Windows settings. Or try without fullscreen, try borderless, try other resolutions.

You can try setting it to 1, or change the values in gfx_screen_width and gfx_screen_height. But I think this happens with Windows zoom and/or text scaling that's been added in a recent Windows version. You should try disabling that.
