The images bundled with the ddnet release are imo already licensed under CC BY-SA 3.0 (https://github.com/ddnet/ddnet/blob/master/license.txt). So we can just change the new rule to: "WIth uploading your map to ddnet, you agree to license all your custom mapres and images under CC BY-SA 3.0."

This is still (1) hard to enforce, (2) kinda dumb for the normal user, (3) only applies for ddnet, (4) doesn't apply for older mapres and therefore (5) doesn't solve the problem with older maps in general. But at least it's a clear statement and maybe we dont have to be that strict with all these things.. :o It's just a formal aspect, but not really important ._.

So basically what you're saying is: an artist has to agree to suck it up and let anyone use their mapres in any shape or form? That's pretty much the opposite of what this rule is trying to achieve. Also it is not just about mapres, it covers ripped background layers and such as well.

If I read correctly, only the mapres shipped by the client are licensed. But anyway, deciding what map and with what content we upload is in our hands. Same as how we wouldn't allow the same map to be released twice.
However, this license would allow using mapper's creations anywhere else, so if it's indeed the case we should add a warning to the rules.

Well, you want to create a map, so you create a tileset for it. Okay, now someone likes your design of the map and uses it himself/herself. Wow, now there are more good looking maps! It's great if you ask the creator of the design first, but it shouldn't be a problem if you dont imo.
If someone doesn't want people to use it without permission, you can put a little message inside the mapres. (Doesn't prevent stealing, but there is always stealing of things)

Good mapres does not mean good looking map, in fact stolen mapres is often misused due to the person who ripped it not knowing how to use it properly, because it was designed to be used in a specific way that only it's creator knows.

over the last 2 years design has become more important than gameplay.

Only the creator knows it? Are u sure? Everybody sees, how the creator used it in his map...

Maybe they can see it, but not replicate it themselves. Most people don't know "advanced" techniques for mapping quads. And about tilesets they often try to be "creative" resulting in ugly abominations.

Many mappers can't even make good use of the vanilla tilesets despite having the standard ctf maps as templates. Designing maps properly is complex, you really need a good understanding of what you're doing.

Designing maps isn't that difficult when you get used to it, it just takes time. Many people that try to map just want to create it quick and think then it's a good map, but it does take time. So the gameplay suffers, but also design. Even though simple design doesn't mean bad design, but trying to do fancy design really quick often results in really ugly looking maps.
