Your TV static looks pretty bad btw, I find it annoying. You probably ripped it from somewhere in a bad quality, might try to find a higher quality one. But maybe it's just me.

In my opinion this effect (in movies) has been created to express the immediate twist or something related with changing the current action presented on the screen. However, in you case it does not look like that - you are changing the action, but music stays uncut what finally makes this annoying. I will try to add some sound during TV effect presentation.
Lets consider one transition from KriXx's movie as a good example: https://youtu.be/bIge9u_SwIg?t=48s (action 0:48 - 1:00)
