download this http://ddnet.tw/skins/zip/database.zip
uncompress it and go to the ddnet folder the ngo to data/skins and put the skin there.

The better way is to create a skins-folder in your teeworlds-folder in AppData. So the skins work in all clients and won't be touched by updates.

Would be nice to automatically download new skins in database. I know, it slows client opening, but you may add button in settings for player to decide, download newest skins with latest update or not.

I always thought skins in ddnet directory will never be touched even on updates except an update contains a command to delete defined skins...

I wondered if some of them could get uploaded in the skin database.
I am just a dummy in making graphics so don't expect too much
