Sure, that's the best solution. But you have to make it optional because some people have a slow enough internet connection where that would cause lags. And you have to make sure it doesn't cause local stutter as well, similar to the stutter some people get when a font character is used for the first time.

Please keep Teletubbies (welfs reason ) and blacktee, i see many people with that skin.
Wouldnt it make sense to add the Skin Tournaments winner skin to the client? (Maybe not immediatly, like deen said, once a year or so)

Maybe an optional choice to update skins from database to client for those who want all skins
