Alternatively you can rent a VPS and host the server there. But you'll have to search for some tutorials or ask on Discord for help, I can't help you with setting that up.

You can just download the server on https://ddnet.org/downloads/, it's the DDNet-Server next to DDNet. If you want to compile yourself, there are instructions in the github readme file.

If you want it to count as an official server with official ranks, no.

They are probably a group of friends and trying to play privately. Try joining another server.

I'm not sure if this is even a server we are running.

If you have this problem on all servers it's a problem of your ISP, you should complain to them.
