He is not joining all the tees per one IP, he is joining the tee's one per one IP.
So I guess it is a spoofing or some proxy tool.
Prevention could be done by don't accepting votes from people who've just joined.(hackish)

This Map is just awesome, its diffrent (that what you always want), it is playable without turning off entities, what do you want more?
