If you mean the graphical aspect, then a vector program like deen suggested is right. However the new live-freeze tile is a gameplay element and thats only possible with new/altered code. The bind is set for straight grenade shoots in 90/180 degree angles for rocket jumps and other special techniques. However you are totally right, it would probably be a good idea to add a chat message for certain binds on default. I'm just wondering how it toggled, normally it just changes the sense...

Maybe the code is included in the v9.3.1 source (https://github.com/ddnet/ddnet/archive/9.3.1.zip), otherwise deen might redirect you in the right direction.
